Schedule of Changes to Tennessee newkeys

There were twelve regional libraries that reported as "region community" libraries in 1990 and 1991 then as "regional" libraries from 1992-1999. After 1999, the system was restructured and data from these regional libraries are now aggregated in the Tennessee State Library and Archives' report to the NCES State Library Agencies (StLA) survey. These regional libraries are:

As a related matter, a number of "community" libraries have data in the FSCS series in 1991, then miss 1992-1998, and begin reporting again in 1999. From 1992-1998, data from these libraries were aggregated in the various regionals listed above.

The public library in Bristol (newkey = TN0127) has data from 1990 through 1998. According to the library's Web page:

The Bristol Public Library serves the citizens of both Bristol, VA, and Bristol, TN.

The main branch is in Virginia and the Avoca branch is in Tennessee. The Virginia data in the FSCS series are in newkey = VA0010. From examining the data, it currently appears that the data reported for Tennessee are system data and not just branch data.

In a few years of these data, the CITY has an extra designation such as "(S)" for system, (IN) for independent. This designation is for internal purposes in Tennessee and it is normally removed when the data are submitted to FSCS.
