National Center for Education Statistics PUBLIC LIBRARIES SURVEY, 1989: [UNITED STATES] (ICPSR 9596) SUMMARY: This data collection provides the name, address, city or town, zip code, telephone number, population of legal service area, number and type of service outlets, number and type of full-time equivalent staff, amount and source of operating income, amount and category of operating expenditures, capital outlay, and material collection category for public libraries in the United States. Also presented are the annual public service hours for all outlets, annual attendance in the library, annual reference transactions, annual circulation transactions, and amount of interlibrary loans to and from other libraries. The data are presented at both the state summary and individual library level. CLASS IV UNIVERSE: All public libraries in the 50 United States and the District of Columbia. NOTE: The data contain blanks and other nonnumeric characters. One state, Tennessee, supplied only the state summary data and was unable to provide the individual library data. The data items include number of service outlets, full-time equivalent staff, income, operational expenditures, capital outlay, library collection, annual public service hours, library services, and inter-library loans. All 50 States and the District of Columbia (D.C.) are included in this file, which encompasses 8,968 libraries. The States were asked to submit the latest 12 months of data available for each library during July 1990. All 50 States and District of Columbia submitted their machine-readable data during the window period. This could have been calendar year 1989 or whatever fiscal year is used by the State or by the particular library for its own data collection. Primarily, the time period was calendar or fiscal 1989. 1 Page 4 ICPSR 9596 METHODOLOGY The State library agencies were given a computer program, DECTOP, (Data Entry, Conversion, Table Output Program). This program provided the State with the ability for direct data entry from individual library questionnaires or to assemble their existing machine-readable library data in a given format (see attached). These data could be a Lotus 1-2-3 file, a dBase file, or an ASCII file. DECTOP edited the data, summarized it, tabulated it, and provided listings. The data include 39 data elements, including 32 basic data items and 7 library identification fields. The States submitted data for each public library in the State. These data were for the latest 12 months available for each library in July 1990. This could have been calendar year 1989 or whatever fiscal year was used by the State in its own data collection. Primarily, the time period was calendar or fiscal 1989, although, for some few States, the latest data available covered calendar year 1988. All 50 States and the District of Columbia provided machine-readable library data during July 1990. One State, Tennessee, provided the State totals, but was unable to provide the individual library data; (They will be able to provide these data next year). (Six States, (Alabama, Georgia, Kansas, Maine, Nevada, and Tennessee) were unable to provide any 1988 data in July 1989. All other States and D.C. provided individual library data for 1989). The current data include 8,968 public libraries in 1989. The data were edited at the State level by use of the DECTOP program. Upon reviewing centrally processed tabulations showing summaries for each State, unusual data were called to the attention of the State Library Agency. If necessary, corrected data were supplied by the State. Adjacent libraries may have overlapping service areas where several libraries count the same population, that is, a county library system and a city library system within that same county would serve the city population. As a result, a sum of the population served by the libraries in a State could exceed the actual population of the State. Each State Library Agency was accorded the opportunity to provide an unduplicated count of the population served by libraries in its State. Most States provided unduplicated population data for each library. However, thirteen States provided duplicated data for the individual libraries. In these cases, the States provided an unduplicated population figure for the State. The State summary of population served contains no duplication. RESPONSE RATES 49 States and the District of Columbia supplied data for all data items for all libraries, insofar as possible. If unable to supply the data, the State indicated 'data not available' or 'data not provided' (-l). DECTOP revised all blank data cells to 'data not reported' (-2). For Tennessee, the State total data was inserted on one record while the remainder of records were inserted into the file blank to account for the correct total number of libraries. 1 ICPSR 9596 Page 5 RECORD LAYOUT FOR 1989 PUBLIC LIBRARIES SURVEY FILE General notes concerning this record layout 1. The 1989 Public Libraries Survey file consists of data which were submitted by State Library offices in the 50 States and the District of Columbia. Each record represents a 'reporting entity' or 'library' as defined by each State official. In addition, a 'State summary' record for each State was created by summing the individual data fields for each State and storing the sum(s) in the appropriate data field(s) in the summary record. one State, Tennessee, was able to supply only the State summary data, and not the data for the individual libraries. 2. The sole exception to the recording of sums in the summary record is the category, "Population of Legal Service Area". Adjacent libraries may have overlapping service areas where several libraries count the same population, that is, a county library system and a city library system within that same county would serve the city population.
